The following countries do not need a visa.
Armenia, Cuba, Georgia, Kazakhstan, Korea (Democratic People's Republic), Kyrgyzstan, Macedonia, Moldova, Mongolia, Poland, Russian Federation, Tajikistan, Ukraine, Uzbekistan, Vietnam and Yugoslavia.
Everyone else has to get a visa. You can get a visa on arrival at Minsk airport if there is no Belarus representation in your country. You can also obtain a visa at the airport if you have a Belarussian embassy in your country but the prices can be steep, US$342 for UK passports, US$420 for US passports. Cash only.
